“Felt Flowers in a Row” is one of the playthings included in Lovevery’s Helper Play Kit (months 25-27).
It is meant to allow toddlers to “plant” the flowers (placing them into slots), pick them, and make a bouquet. 
Some additional play ideas, beyond pulling flowers out and putting them back in:
🎨 colour play — name colours, sort, or match
🔢 counting — count as you plant or pick (“1, 2, 3 flowers”)
🔁 patterns — make simple colour patterns and then child does the pattern-for bigger kids
🪻 imaginative play — pretend gardening, making bouquets, giving flowers
🤝 practice taking a turn — one plants, the other picks.
